Most rain comes from the oceans. After it is evaporated from the ocean, it is moved around the world by wind. both processes come from energy from the sun. Sometimes the movement of atmospheric moisture stalls and rains falls in one place, causing unusual flooding.This happens with hurricanes and weather systems over Europe. Atmospheric carbon dioxide has almost nothing to do with flooding. We never use absolute statements. It makes communicatoins and discussions easier.
